LPPSA Documents for Financing a Completed Home: What Is Usually Required?

If you are a civil servant using LPPSA to buy a home that is already built, LPPSA will usually expect four kinds of documents: your application and employment documents, a copy of the SPA or draft SPA, a copy of the title or a search no older than 12 months, and proof that you have applied for a JPPH valuation. Extra documents are needed in certain situations, such as when the seller still owes money on the property, when you buy from a developer, or when the owner has died. LPPSA will not process an incomplete application, so preparing the right set early saves time.

This guide is based on the Jenis 1 (completed home) checklist on LPPSA's official application guide page, read together with Pekeliling Pembiayaan Perumahan LPPSA Bil. 1/2026, the circular in force from 1 January 2026. LPPSA updates its checklists from time to time, so always download the current version before you submit.

First, know which list you are preparing

Two different sets of documents are often mixed up:

  • The LPPSA application documents. These are what LPPSA (Lembaga Pembiayaan Perumahan Sektor Awam) needs to assess and approve your financing. They are set by LPPSA's checklist for the financing type you are applying under.

  • The documents your lawyer needs for the purchase. These are what the lawyers handling the SPA (Sale and Purchase Agreement), the transfer and the financing documentation need to act on the transaction. There is overlap, but the lists are not the same.

This page covers the first set: what LPPSA usually asks for when you apply for financing to buy a completed home.

Which LPPSA financing type applies?

LPPSA offers seven financing types. Buying a home or residential unit that is already completed falls under Jenis 1 (Type 1). A home still under construction falls under Jenis 3, which has its own checklist.

A completed home can be a subsale unit bought from an existing owner, or a completed unit bought directly from a developer. Both usually go through Jenis 1, but the supporting documents differ, as explained below.

The SPA is required. An offer to purchase is not enough

Since 5 February 2024, LPPSA no longer accepts a Sales Proforma or Offer to Purchase (OTP) as a supporting document for Jenis 1, Jenis 3 and Jenis 4 applications. You must submit an original copy or a draft of the SPA.

LPPSA's reason is practical: details in an OTP may be incomplete or differ from the SPA, particularly the title number, unit number, parking price and additional works. Those differences can lead to queries or changes to the financing offer after approval.

If an older guide or an agent tells you an OTP or booking form is enough to apply, check the current LPPSA checklist before relying on it.

Core documents for every Jenis 1 application

Your application and employment documents

  1. Online application form (original), signed by you, with your Head of Department's name, designation, signature and official stamp.

  2. Head of Department confirmation letter (original), with the date, reference number and the Head's name and designation. LPPSA publishes a template on its website.

  3. Copy of your identity card, clearly legible. For joint financing, include the joint applicant's identity card as well.

  4. Copies of your latest three months' payslips, certified by your Head of Department. Payslips issued by JANM (Jabatan Akauntan Negara Malaysia), or other payslips carrying a QR code, are exempt from that certification.

Property documents

  1. Copy of the SPA, draft SPA or lease agreement. It must set out the property details in full: type of property, unit or lot number, title number, price, address and parking lot price where relevant. Additional works and parking need separate contracts where they apply. For a shop house or SOHO, LPPSA asks for floor plans certified by a licensed architect.

  2. Copy of the title, or an official or private search, dated within the last 12 months of the application, and it should remain valid while the application is being approved. The current title details should show continuity with the earlier title details; if they do not, LPPSA asks for confirmation from a lawyer.

  3. Copy of proof that JPPH has received your valuation report application. JPPH (Jabatan Penilaian dan Perkhidmatan Harta) is the government valuation department. LPPSA states that the application will only be processed once the complete valuation report is received from JPPH.

Optional: legal fee quotation

If you want the legal fees for the financing documentation included in your financing, submit a copy of the lawyer's quotation for those costs, showing your name, identity card number and the property details. This is optional. LPPSA's legal-fee financing covers only the financing documentation, not the SPA, transfer, caveat, stamp duty or statutory declaration.

What LPPSA usually asks for

The seller still has a loan or financing on the property

A copy of the seller's outstanding balance statement, valid while approval is being processed. The seller's outstanding balance must be the same as or lower than the price in the SPA.

You are buying a completed home from a developer or contractor

A copy of the Certificate of Completion and Compliance (CCC).

The registered owner has died

A copy of the court or land office order allowing the administrator or trustee to sell the deceased's property.

You bought the property at auction

A copy of the contract or memorandum of sale from the court or land office, or a letter from the land administrator confirming you were the successful bidder.

You are buying from a developer that has been wound up

Court-appointed liquidator: the court order appointing the liquidator, with Forms 70 and 73. Liquidator appointed by resolution at a general meeting: Form 11 with Form 72.

The title is still in the developer's or a previous owner's name

A developer or lawyer letter confirming the unit is free from encumbrances; a copy of the previous SPA or developer confirmation; and the original developer letter agreeing to a direct transfer.

Personal circumstances can also add documents. LPPSA's checklist includes, for example:

  • a confirmation of appointment or position in certain cases, such as where you are on a temporary secondment or transfer, or your agency is not on LPPSA's list;

  • pension-related confirmations if you are aged 55 or above at the time of applying, or your service ends within five years; and

  • a marriage certificate or child's birth certificate for joint financing between spouses, or between a parent and child.

LPPSA also reserves the right to ask for further documents to verify an application.

How this differs from what your lawyer needs

Once you have chosen a property, your lawyer will ask for documents to act on the purchase and the financing documentation. These usually overlap with the LPPSA set (identity card, SPA, title details), but may also include items needed for the transfer, stamping, consent or redemption of the seller's financing, and, after approval, the LPPSA letter of offer.

The practical point is to prepare the LPPSA set according to LPPSA's checklist, and then confirm with your lawyer what else the transaction needs. Do not assume that submitting to LPPSA means your lawyer already has everything, or the other way round.

Common reasons for delay

  • Submitting an OTP or booking form instead of the SPA or draft SPA.

  • A title search older than 12 months, or one that expires while the application is pending.

  • Different details in the SPA, the search and the application form, such as the unit number, title number or price.

  • Applying under the wrong financing type, for example treating a completed developer unit as under construction.

  • Missing situational documents, such as the seller's outstanding balance statement or the developer's direct transfer consent.

  • Payslips not certified when certification is required.

  • Waiting on the JPPH valuation, since LPPSA only processes the application once the complete valuation report is received.

Frequently asked questions

Can I apply for LPPSA with a booking form or offer to purchase?

No. Since 5 February 2024, LPPSA no longer accepts a Sales Proforma or Offer to Purchase as a supporting document for Jenis 1, 3 and 4 applications. You need an original copy or a draft of the SPA.

How recent must the title search be?

LPPSA's Jenis 1 checklist asks for a copy of the title, or an official or private search, dated within the last 12 months, and it should remain valid during the approval process.

Do I need a JPPH valuation before applying?

You submit proof that JPPH has received your valuation report application. LPPSA states that it will only process the application once the complete valuation report is received from JPPH.

Is a legal fee quotation compulsory?

Only if you want the financing documentation legal fees included in your financing. If you pay those fees yourself, the quotation is not needed for that purpose.
