LPPSA Registered Lawyers in Johor Bahru, Johor: What Home Buyers Should Know

If you are buying a home in Johor Bahru with LPPSA financing, the LPPSA financing documents must be prepared by a law firm that is on LPPSA's registered-lawyer list. LPPSA publishes that list by state on its official registered-lawyer portal, and the list changes over time, so the safest approach is to check the current Johor listing yourself before you appoint a firm. This guide explains what LPPSA registration means, how to check the directory, what the lawyer does for you, and the Johor Bahru points to raise when you appoint one.

What does "LPPSA registered lawyer" mean?

You will see the terms "LPPSA registered lawyer", "LPPSA panel lawyer" and "peguam panel LPPSA" used interchangeably. They refer to law firms that LPPSA has registered to prepare and complete the financing documents for its customers.

LPPSA's current circular (Pekeliling Pembiayaan Perumahan LPPSA Bil. 1/2026) requires applicants to appoint a lawyer from a law firm registered with the Malaysian Bar (Peninsular Malaysia), the Sabah Law Society or the Advocates Association of Sarawak for stakeholder matters and the security over the property. On top of that, LPPSA manages its financing through an online Loan Management System (LMS). According to the notice on LPPSA's registered-lawyer portal, each branch of a registered firm must subscribe to the LMS module used for LPPSA financing documentation. A firm that does not subscribe is not listed in the LMS and cannot handle LPPSA customer financing matters.

In practice, this means:

  • A lawyer who is not on the list cannot prepare your LPPSA financing documents. You can still use any lawyer for other matters, such as the SPA, but the financing side must be handled by a registered firm.

  • Registration is not a ranking or a recommendation by LPPSA. It confirms that the firm is set up to handle LPPSA files. It does not tell you how a particular firm handles its work, so ask questions before you appoint.

  • Listings can change. Firms can be added, move offices or stop being listed, which is why a list copied onto another website can become out of date.

How to check LPPSA's registered-lawyer directory for Johor Bahru

  1. Go to LPPSA's official portal. Open the LPPSA registered-lawyer portal. LPPSA's MyFinancing new customer page also links to it.

  2. Select Johor. The directory is arranged by state. The Johor list covers the whole state, not only Johor Bahru.

  3. Look at the address column. To find Johor Bahru firms, look for Johor Bahru addresses and postcodes. Some firms have more than one branch, so note which address is listed.

  4. Confirm the branch that will handle your file. Because registration is per branch, ask the firm which office will act for you and check that that office appears on the list.

  5. Ask the firm to confirm its status in writing. A registered firm can confirm that it is able to act on LPPSA financing and can give you a quotation in LPPSA's format.

  6. Check again close to the date you appoint. If some time has passed since you first checked, look at the list again.

Why this page does not reproduce a list of firms

LPPSA's own directory is the authoritative source and is updated by LPPSA. A copied list can be incomplete or out of date, and choosing a firm on the strength of a list published by another law firm is not a reliable way to verify registration. Always check the official directory.

What an LPPSA registered lawyer does for you

Once LPPSA approves your financing, the registered lawyer:

  • prepares the LPPSA financing agreement under the scheme you chose (conventional SPPSA or Islamic SPPSAi);

  • prepares the security document, which is a charge over the title if an individual title has been issued, or an assignment of your rights under the SPA if it has not (for example, new projects and high-rise units before strata titles are issued);

  • explains the documents to you and witnesses your signature;

  • registers the charge at the Land Office, or completes the assignment, and deals with LPPSA so that the financing can be released to the seller or developer; and

  • keeps any money received in the firm's client account, which is regulated under the Legal Profession Act 1976 and the solicitors' account rules.

Before approval, the lawyer can also give you the legal fee quotation you need if you want the fees included in your financing. LPPSA's checklists allow this, and LPPSA publishes separate quotation templates for a charge and for an assignment.

Legal fees and what LPPSA finances

For a property in Peninsular Malaysia, the legal fees for the LPPSA financing documents are set by the scale in the Solicitors' Remuneration Order 2023 and are calculated on the financing amount. Service tax is charged on top of the fees, and disbursements such as searches and registration fees are separate.

LPPSA's circular states that legal costs are to be paid by the customer, not by LPPSA. However, the circular also includes the legal fees for preparing the financing agreement within the scope of LPPSA financing. This means you can have the fees for the financing documents included in the financing amount by submitting a quotation from a registered lawyer in LPPSA's format with your application, instead of paying them in cash upfront. Other costs of buying a home, such as the SPA legal fees, stamp duty on the transfer and any statutory declarations, are separate and should be budgeted for. Johor Bahru points to raise with your lawyer

The financing documents follow LPPSA's format wherever the property is, but the property itself can raise local issues that affect timing:

  • Title and land search. LPPSA requires a land search that is not more than 12 months old and still valid during approval. See our guide to land search in Johor.

  • Restrictions on the title. Some titles carry a restriction in interest, or land may be Malay reserve land. These can require state consent before the charge or transfer is registered, which adds time.

  • Individual or strata title not yet issued. Some Johor Bahru apartments and newer landed homes are bought before the individual or strata title is issued. In that case LPPSA's security is an assignment rather than a charge, and the lawyer will need the developer's documents. Our guide to strata titles explains why this matters.

  • Subsale with an existing bank loan. If the seller still has a bank loan on the property, the seller's bank must be redeemed as part of the transaction, and LPPSA asks for the seller's outstanding loan statement.

  • SPA and financing working together. The price, the property description and the buyers' names in the SPA must match your LPPSA application and offer. It helps if the SPA lawyer and the LPPSA lawyer work closely, or if one firm acts on both.

  • Where you sign. Ask the firm where you can sign the documents and whether it can accommodate your working hours, especially if you work outside Johor Bahru.
