LPPSA Online Financing Application Process: Main Steps

To apply for LPPSA housing financing online, you register an account on LPPSA's financing application portal, log in and complete the online application form, have it certified by your Head of Department, and submit it with the supporting documents listed in LPPSA's checklist for your financing type, including a JPPH valuation. Who applies online and who can apply manually?
LPPSA's application guidelines divide applicants into categories:
Online only: members of the civil service, the police, the armed forces, statutory bodies and local authorities.
Online or manual form: members of the federal or state administration, judges of the Federal Court, Court of Appeal and High Court, members of the Dewan Negara and Dewan Rakyat, the Speaker of the Dewan Rakyat and members of State Legislative Assemblies.
This guide focuses on the online route, which applies to most civil servants.
What to prepare before you start
Having these ready saves time and avoids an incomplete application:
Your financing type. LPPSA has seven types, from buying a completed home to renovation. Each has its own document checklist on the LPPSA MyFinancing site.
An eligibility estimate. Use LPPSA's self-service eligibility calculator with your salary details.
Personal details for registration: full name as in your identity card, identity card number, date of birth, police or armed forces number (if any), mobile and office telephone numbers, and personal and office email addresses.
Salary slips for the last three months. These must be certified by your Head of Department unless they are QR-coded payslips (for example, from the Accountant General's Department).
Property documents, such as the SPA or draft SPA, a land search not more than 12 months old, and any building contract or approved plans, depending on your financing type.
For a joint application: the co-applicant's identity card and a marriage certificate or a child's birth certificate, as LPPSA requires.
The main steps in the LPPSA online application
Register an account. On the LPPSA financing application portal, select the option to register if you do not yet have an LPPSA account. Fill in your personal details, choose a user ID and password, and accept the terms and conditions. Complete any verification steps the portal asks for.
Log in and update your profile. Check that your personal, address, family and employment details are correct, because they flow into the application.
Complete the online application form. Choose the correct financing type, enter the property details and the amount you are applying for, and complete the remaining sections of the form.
Print and sign the form, and have it certified. The original form must bear your signature and the name, position, signature and official stamp of your Head of Department. You also need an original Head of Department confirmation letter, using the template in LPPSA's supporting forms.
Apply for the JPPH valuation. Submit LPPSA's valuation report application form (Borang 1) to JPPH (Jabatan Penilaian dan Perkhidmatan Harta, the Valuation and Property Services Department). Keep proof that JPPH received it, because LPPSA asks for it and only processes your application once the valuation report is received.
Get a legal fee quotation, if you want the fees financed. If you want the lawyer's fees for the financing documents included in your financing, ask a lawyer on LPPSA's registered-lawyer list for a quotation in LPPSA's template format (there are separate templates for a charge and an assignment).
Submit the complete set of documents. Submit the form and the documents in your checklist in the way LPPSA's current instructions specify. The checklist itself must accompany the documents. LPPSA warns that incomplete documents can delay the application or lead to its rejection.

Which documents does LPPSA ask for?
The exact list depends on your financing type, but the common items in LPPSA's current checklists are:

Type-specific items include the Certificate of Completion and Compliance (CCC) for a completed developer unit, a confirmation that a subsale unit is free from encumbrances or the seller's outstanding loan statement, approved building plans and a CIDB-registered contractor for construction and renovation, and the bank's outstanding balance statement if you are moving a bank loan to LPPSA.
How much will LPPSA approve?
Under LPPSA's current circular (Pekeliling Pembiayaan Perumahan LPPSA Bil. 1/2026, in force from 1 January 2026), LPPSA approves the lowest of four figures: the property price, the JPPH valuation, the amount you apply for and your maximum eligibility under LPPSA's approved eligibility table. On 4 September 2026, LPPSA announced improved eligibility limits of up to RM1 million based on repayment capacity, so check the latest announcement and the calculator. If the approved amount is less than the purchase price, you will need to fund the difference yourself, so check your eligibility before signing an SPA.
How the application relates to the legal work on your property
The online application is only one part of an LPPSA home purchase. There are usually two separate sets of legal documents:
The SPA between you and the seller or developer, which sets the price, deposit and completion terms.
The LPPSA financing documents, which include the financing agreement and a charge over the title or, where there is no individual title yet, an assignment. These must be prepared by a lawyer on LPPSA's registered-lawyer list.
The details in your application, such as the price, the property description and the names of the buyers, must match the SPA. If they do not, LPPSA may raise queries and the release of the financing may be delayed. It helps to speak to a lawyer early, ideally before you sign the SPA.
